This ranking provides an "Investment Attractiveness Index Urban (Inai) and it took into account a total of 48 Latin American cities.
The Chilean capital reaches the top spot from third place in 2010 among cities with the best conditions for attracting investment in the region. Saul Pineda, director of CEPEC, said that in Santiago excel "significant progress in the city to improve its visibility on a global scale, the depth of its financial market, its favorable living conditions and purchasing power of its inhabitants."
San Pablo (second place) and Mexico City (third), cities of the two largest economies of Latin America, are emerging this year as the main competitors in the Chilean capital. "Thanks to the competitive advantages conferred on them by their market size, the presence of large multinationals and high global recognition," said Pineda. Rodrigo Diaz, executive director of Chile IdN considered, for its part, the market size and economic performance are key variables for decision making of an investor. In this regard, he added, the economies of Sao Paulo and Mexico City, with a GDP higher than in a country like Venezuela, are positioned as the metropolis of greater strength in the region.
in strict order, Rio de Janeiro and Buenos Aires deal the following locations. In Rio de Janeiro begin to develop real estate projects, roads, logistics and large-scale infrastructure, while the capital of Argentina is clear, according to the study, which is one of the few cities in Latin America that has better reputation their country.
The list of the top ten is completed by City of Panama, which indicated that protrudes leverage opportunities for productive projects and Lima, to be regional leader in economic growth projections in 2011. Then the ranking places the Mexican Monterrey, in eighth place, and that "highlights for their high purchasing power and strong corporate culture. "Bogotá continues, going down three positions, because" continues to excel by low transaction costs for the creation and location of companies, but is still affected by low perceived as their urban comfort. "Finally close the" top ten "Brasilia, noted for having" the population with the highest purchasing power in Latin America. "
The Inai also assessed the level of recognition of Latin American cities and the results indicate that Santiago, Rio de Janeiro, Mexico City and Buenos Aires are the ones that have global visibility.

RoadShow in Buenos Aires, Capital of Gastronomy

Source: Economic Review - March / April

The City of Buenos Aires wants to devote as one of the major culinary centers worldwide. From the Department of Creative Industries and Trade of the City of Buenos Aires are preparing various initiatives aimed at improving the quality of local supply, recover the culinary heritage, and create instances of recognition for leading the field in Argentina and growth opportunities for companies in the sector. In this regard we dialogue with Enrique Avogadro, CEO of Creative Industries and Foreign Trade of City Government of Buenos Aires.

How did the project make Buenos Aires, capital of gastronomy?

started working this initiative in mid-2010. The idea originally came because the Organization of the United Nations Educational, Scientific and Cultural Organization (UNESCO) has a Creative Cities Network is included in the category of "City of Gastronomy." Buenos Aires, although it could apply to all items, is now in this network as "City of Design", and therefore the UNESCO rules do not allow you run into another category. However, Buenos Aires and is a gastronomic center role in the world, so anyway we aim to promote this sector interpreting from the perspective of a creative activity.

is so last year we started to investigate, we saw interesting examples of actions in Argentina and abroad about the food, and put up a "cookbook" of points that could be work. Then, by the end of the year this plan begin to take both to the different areas of the Government of the City as to concerning gastronomy and viticulture.

What does Buenos Aires to be a culinary capital, and what would fail to develop?

In the past 25 years began to give the City greater culinary sophistication in terms of quantity and variety of restaurants, variety of ingredients and experiences, etc. Today in Buenos Aires dishes can be eaten anywhere in the world and even of any province.

Moreover, there was also a sophistication of use. People is becoming more experienced and demand more culinary variety and quality wines and health proposals.

is, Buenos Aires and is a city of fine cuisine, and this is something to recognize. But today it is necessary to begin to organize and expand the existing capital, and then generating new proposals. Of course, it is always easier from a base to generate something from scratch. We are lucky to be in a city that already has a variety of restaurants, a large number of circuits, dishes that are native and widespread culture of wine. That is, there is much to do, but with a raw material is already well established.

For example, you could improve and strengthen this cuisine through cooking festivals or weeks of food, arrangements in other countries work very well. These activities aim to celebrate the cuisine in all its forms, and could easily bring together many players in this sector behind a joint, which is precisely what we target.
What are the proposals of the Creative Industries Division?

many ideas. As I mentioned, create promotional events and institutions that give prestige to the gastronomic activity, as festivals and competitions, would some of them. Another leg of the strategy could be the recovery of the gastronomic heritage, the history of our ingredients and how these are articulated in a dish that is original.

could also be very interesting building in Buenos Aires Gourmet Tours. Then there are other more complex issues such as public access to fresh produce. Some of these initiatives are easier to realize and some are more difficult and will require time to develop, and the involvement of other sectors of the Government of the City.

So it is important to note that while we take the food and wine and creative activities, and therefore aim to develop them from our area, this project must be approached with a multidisciplinary approach. For this we are talking to colleagues in the areas of public space, education, culture, tourism in the city. Many of these areas are working in the area of \u200b\u200bgastronomy. For now we try to take each one of them our proposal so we can begin to give an identity to the project under an umbrella of Buenos Aires as a City of Gastronomy.

What sectors would working on this strategy? What opportunities generated for companies?

already come into contact with businessmen, institutions and industry concerning cuisine and wine, as well as contemporaries recognized chefs in the country. And we always find a very positive echo. For case in November 2010 organized the meeting "will, under the slogan" Food, the creative industries of the future "and we had an incredible response. Even many people who came was not the gastronomic field but was enthusiastic about the opportunities it can offer this proposal if it works together.

On the other hand, gastronomy and viticulture have many intersections with several of the activities we developed in the Creative Industries Division, as the design, which applies from food packaging, through the labeling, to kitchen items the publisher or audiovisual industry, which have already generated a number of content based on this theme.

Moreover, already in the city many people doing interesting activities related to gastronomy. They organize events, meetings or training generate articulate product lines of organic products among other examples. That's why also seek third frame activities within this project, and try to support what is already being developed.

How will this project in 2011?

For now, this year we will continue to generate discussion forums because I think it's important to hear as many voices and proposals as possible, of all actors involved. And we begin with pilot testing some of the initiatives I mentioned.

In parallel we are presenting these ideas and discussing proposals with other sectors City government, achieving a very good reception. Thus I have high expectations for this year we can start to develop any of these things that bring us closer to the goal of
make Buenos Aires a true Capital of Gastronomy.

"too common mistake"

What are the drawbacks of foreign trade operators, since the rules bank to the intervention?

If we make a survey of a considerable number of employers about what the greatest difficulties in foreign trade operations, would probably find a common cause: the lack of professionalism.

Most of the mistakes that are made are directly related to the lack of key concepts of logistics, regulations and other determining factors when performing an export. Among the main we find:

· Lack of banking regulations there is a clear tendency to assimilate the operation of international trade with domestic management. Exports are the obligation of foreign income in the country. Failure to charge involves a danger of losing not only the transaction but to deal with a summary in the Central Bank, not to enter any foreign currency.

· Disregard previous operations, since each has a specific requisition and bureaucracy. For example, in food, could mention the National Food Institute (INAL), which determines to produce and sell foods, the company must be registered on the National Register of Establishment (RNE) and register their products for sale through its National Registry for Food Products (RNPA).

To export the same goods should enable the plant as an exporter, RNE is the same but under this category. Similar situations occur in the export of other goods, where it is necessary to deal with the authority to control various statements, which are tightly controlled by the Customs , with strong if there are costs associated inconsistencies.

previous interventions are more complicated non-automatic import licensing. Lack of knowledge creates significant costs, for example, delayed payment of containers.

· also do not have adequate control over the export refunds or balances of temporary offices for industrial development, has two general implications. For one thing, not properly check withdrawals receive no compensation implies that the Treasury is obligated to pay.

high costs

On the other hand, lack of control over the balances of temporary imports have a high cost, for example, whether to nationalize merchandise previously imported on a temporary basis, you must pay an additional duty for the import duty product of 2% per month, the minimum is 12% - from the date of official recognition of the temporal. Furthermore, if time runs out and the extension that exists for re-export the temporarily imported goods, shall be paid between 1 and 5 times the value of merchandise such as fine additional costs above.

· foreign trade operations require compliance with a national indictment that in many cases are inconsistent with international rules. To deepen this statement should make reference to the rules of international trade (Incoterms), established by Chamber of Commerce.

For example, consider the incoterm EXW (ex-works: in the factory), for which the exporter fulfills its obligation to deliver when the goods placed at its factory at the disposal of the importer. From that moment all the costs and risks of damage or loss borne by the importer.

happens that the law makes it impracticable for Argentina international sale of goods as the export is attached to a tax regime that requires the existence of a subject that is taxed. To remove the goods overseas factory and take care of all to finally export operative should have a CUIT own and therefore have a company incorporated in Argentina. This becomes impossible to operate under EXW.

Another is the DDP (delivered duty paid, delivered duty paid), which means that the seller comply with its obligation to deliver the goods when it has been made available to the buyer at the named place in the importing country, bearing all the costs and risks, taxes and import duties of the office.

This also is impractical in the Argentina for imports, because if you buy a particular foreign merchandise under the clause of which is centered at the buyer, the foreign seller must Submit imported into Argentine territory and pay the Treasury the right to import. DDP is also impractical in the country.

· should remember that Incoterms are not an international contract and while establishing a framework of obligations to the buyer and the seller does not constitute as an agreement formal sale and that determines, among other things, payment methods, additional requirements (such as type of packaging), guarantees for the goods or the legal field for the resolution of disputes. For this reason, do not formalize the proof International sales can be very risky.

"Men orchestra

Finally, do not hire qualified personnel is a major error. This reality is seen mainly in SMEs, where the founder is usually a "man band" who takes care of everything.

Many times, mistakes are repeated. It is therefore desirable to have standardized processes and make a record of diversion to learn from experiences. There are computer systems on the market at a reasonable cost that help define the procedures and control operations. It is also recommended to develop quality systems standards contemplate that its foreign trade procedures and perform an audit to obtain a more comprehensive and accurate actions.
